Don't let the name fool you, it has no relation with the shelled sea-creature that so many people love. It is actually deep fried bull testicles. It is common in western america and western Canada, were cattle herding is crucial and castration of young bulls is a common site. It is usually peeled and rolled in flour, salt, black pepper and sometimes pounded flat then of course deep fried.
